ICCA/RCLG subgroups

 

At the 1998 meeting of the Responsible Care leadership Group, four subgroups were set up to deal with the four priority ICCA concerns over the coming year. The mandate for these subgroups is given below

 

SUBGROUP 1 - Global implementation status

The ICCA, through this subgroup, will survey, quantify, collate and analyse the extent of Responsible Care implementation by the chemical associations formally accepted by the RCLG as the steward for the initiative

in their country. It will report annually to the RCLG, and in particular:

  1. Survey participating chemical association status against the agreed fundamental feature implementation milestones.
  2. Collate, analyse and report the overall association implementation status of Responsible Care annually to the RCLG.
  3. Collect and report a simple indicator of company Responsible Care implementation (e.g. Code or requirements compliance level) to the RCLG.
  4. Collect global performance/impact indicators and provide to RCLG Performance Indicators Subgroup.
  5. Follow-up country non-responses to the above surveys and refer to RCLG Chairman/Secretary for action if two requests are unsuccessful.
  6. Provide implementation data to the two-yearly Global Responsible Care Status Report.

 

SUBGROUP 2 - Performance indicators

The ICCA, through this subgroup will provide the public with meaningful performance data thus demonstrating its continuous environmental health and safety improvement and meeting public expectations.

Our mission is to develop and recommend to the Responsible Care Leadership Group methods to compile world-wide chemical industry performance showing the impact of the Responsible care initiative.

 

SUBGROUP 3 - Communications and advocacy

Much progress on health, safety and environmental performance has been achieved under the Responsible Care Initiative. However, surveys of ICCA member associations continue to show that there is clearly a wide gap between the reality of the chemical industry’s performance and the public’s perception of that performance.

Communications is one of the fundamental features and individual members and associate members have pursued a variety of communications and outreach efforts over the past thirteen years. However, there is

a need for more international co-ordination among the participants in developing and carrying out these communications/outreach efforts.

All members and associate members would benefit from the development of an ICCA communication/outreach strategy fostering greater co-ordination in the chemical industry’s collective efforts to interact with key stakeholders.

This subgroup will therefore develop a global communications/outreach strategy in 1999 for the ICCA member and associate member national chemical associations to use - within their own corporate communications strategy - as guidance in carrying out their Responsible Care communications/outreach efforts.

This will lead to a co-ordinated global campaign which should ultimately help to bridge the gap between the reality of the industry’s situation and the public perception.

 

SUBGROUP 4 - Membership support

The ICCA, through this subgroup will develop and lead implementation of RCLG processes for:

  1. Recruiting, advising, assessing and approving new Responsible Care country associations.
  2. Reviewing implementation progress of new and current associations and providing mentoring, assistance and encouragement.
  3. Peer and public review that associations have appropriately interpreted and met the eight fundamental features, assisting them to do so and recommending action, ultimately including removal from membership, if they do not.
