    Cefic discussion paper on renewable feedstock

    This paper does not envisage to exhaustively cover all developments in the area of bio-based feedstock, but rather to highlight some key barriers impeding larger uptake of bio-based feedstock in Europe.

    - It addresses in particular problems caused by discriminatory effects of regulatory or trade measures, e.g. measures favouring energy / fuel use over feedstock use, Common Agricultural Policy (CAP) related import barriers in the EU and export taxes in third countries.

    - In addition, it shows that higher feedstock costs lead to the placing of new investments outside Europe or to plant closures in Europe, etc.

    Competitive distortions in the access to raw materials for the European chemical industry

    In summary, free and undistorted access to raw materials is key for our industry. Any distortions in pricing and access to feedstock have a direct adverse impact on the competitiveness of our sector, given that feedstock can make up a huge part of the production costs. We thus call for stronger global governance under the aegis of the WTO.
    Cefic wholeheartedly supports the European Commission’s proposal in the Doha Round to improve governance with regard to export taxes and export restrictions and regrets that hitherto there has not been sufficient willingness among WTO members to negotiate this issue in the Doha round. In the context of the Doha-Round, further tariff reductions on renewable raw materials for industrial use should be considered.
